This report includes a qualitative and quantitative assessment of the cost-benefit considerations taken to assist Allegheny County’s Financially Struggling populations. This includes criteria for determining financial need, availability of employment, and areas of impact for determining where dollars and resources should be allocated first to mitigate harmful consequences.
