SUMMARY OF SCOPE OF WORK

To work with Black communities and coordinate the Black Equity Coalition’s efforts to address COVID-19 Vaccine Hesitancy and provide the communities with information and resources that will address their needs. This position is a 14-month contractual position and it may be extended based on the BEC needs..

BACKGROUND

The Black Equity Coalition (BEC) grew from a group of concerned colleagues who came together in April 2020 to discuss the disproportionate COVID-19 deaths among the Black people in comparison to White people in Allegheny County and Nationally.  Black people were hospitalized nearly three times higher than White people across the country.

DUTIES AND RESPONSIBILITIES

Vaccine Needs Assessment, Strategy & Evaluation – Document and disseminate the learnings from initiatives that provide insight into vaccine hesitancy in Black communities. This includes the assessment and planning of the Black Equity Coalition (BEC), resident focus groups completed by the Center for Health Equity, engagement with faith-based organizations and the Data Hub experience of the REACH Flu Supplement. Partners will utilize the COVID-19 Vaccine Confidence and Rapid Assessment Tool from the CDC.

County-wide Coordination – Maintain countywide COVID-19 vaccine coordination with compilation of a map identifying locations for COVID-19 vaccine, assessing inventory and availability. Assist with building capacity and coordination for the Black Equity Coalition.

Allegheny County REACH Vaccine Collective – Convene all partners in Allegheny County that are addressing vaccine hesitancy to share learnings and coordinate activities. Share information broadly. All partners are expected to participate to coordinate activities.

COVID-19 Clinics – At least one vaccine clinic in a community-based setting in each of the REACH communities. Examples of community-based settings include faith-based organizations, during food distribution events, at schools and in municipal buildings.

COVID-19 Outreach & Engagement Staffing – At least one vaccine clinic in a community-based setting in each of the six REACH priority areas. Registration will be handled by a community-based organization and the events will be staffed by community-based organizations.

Partnership with Allied Health Programs – Form a partnership(s) with at least one allied health program to increase vaccination and provide other information/education services to community residents. This partnership will allow ACHD to provide nurses and other health professionals to administer vaccines during mobile and/or temporary COVID-19 vaccination sites/events.

Track Record of Successful Partnerships

By using a metrics tracking system to track the progress of the project and keep in alignment with the deliverables.

Candidates must have 3-5 years of experience in public health, exceptional organizational skills and follow-through with the project. Have stupendous verbal/written skills, a self-starter with multitasking abilities. Ability to take initiative and prioritize workload. Work cooperatively as a team member and work with minimal supervision. Display a positive attitude. Maintain professionalism and good public relations. Effectively communicate with others and work harmoniously with BEC Huddle Members, Allegheny County Health Department, and most importantly our designated Black communities.
