Exploring Allegheny County’s resources and programs in relation to other major urban areas provides perspective on the characteristics required of high-performing organizations and a metric for assessing performance. The following recommendations are presented: facilitate regional dialogue regarding the nonprofit sector’s capacity to create positive and sustainable change, continue to study best practices in capacity-building, and develop a network of stakeholders with a shared commitment for capacity-building.
